2. The Two New "Express" Pathways
The headline of the announcement is the formal confirmation of two new residence pathways:
A. The Trades and Technician Pathway
This pathway is designed for skilled migrants who possess high-level vocational training rather than university degrees. To qualify, you must:
- Work in an eligible occupation (see the full list below).
- Hold a relevant Level 4 qualification or higher.
- Have at least 4 years of directly relevant work experience gained after your qualification.
- Include 1.5 years of New Zealand work experience earning at least the SMC median wage.
B. The Skilled Work Experience Pathway
This route focuses on workers in high-skill (ANZSCO Level 1–3) roles.
- It requires at least 5 years of relevant work experience.
- For roles on the "Amber List," you must have spent at least 2 years of that time in New Zealand earning at least 1.2 times the SMC median wage.

4. Managing Risk: The Red and Amber Lists
To prevent "role inflation" or fraud, INZ has introduced two restrictive lists based on historic immigration risk.
The Red List (No Access to New Pathways)
Applicants in these roles cannot use the new pathways. They must instead claim residency via the existing 6-point system (e.g., earning 1.5x median wage or holding a Level 7+ degree).

The Amber List (Higher Requirements)
These roles are eligible for the Skilled Work Experience pathway but require 5 years of NZ experience and 2 years of earning at least 1.2x the median wage.
- Accommodation Managers: Hotel/Motel Manager, Bed and Breakfast Operator, etc.
- Food Service: Café/Restaurant Manager, Baker, Pastrycook, Chef
- Generic Management: Customer Service Manager, Office Manager
- ICT: ICT Customer Support Officer, ICT Support Technician, Web Administrator
5. Key Policy Changes to Note
The Wage Stability Rule: You only need to meet the median wage in effect when you start gaining your skilled experience. If it increases later, you just need to maintain your original qualifying rate.
AEWV Extensions: Starting in 2027, you may apply to extend your visa by 12 months specifically to finish your skilled work experience requirements for residency.
NZ Qualification Bonus: Degrees completed in New Zealand will be worth 1 point more than those earned overseas (except for doctorates).
English Language: For those with recognised occupational registration, test results will now be valid for 5 years.
Accountants: Membership with CPA Australia is now recognised for the SMC pathway.
